Recommendations of the Third World Conference On Fear Of Flying

Whereas one or the other form of Fear of Flying affects up to 30 percent of the passengers on commercial airlines,

Whereas severe manifestations of Fear of Flying and inappropriate reactions to it could negatively affect the orderly conduct of air traffic operations in the air and on the ground,

Whereas insufficient information and training of flight and cabin crew members in the handling of fearful flyers could negatively impact the safety and economic viability of commercial air operations,

Whereas the accelerated commercial deregulation of international air traffic should be supported by encouraging the different suppliers in the travel chain, on the ground and in the air, to take some form of social responsibility for their customers who are exposed to Fear of Flying

The Third World Conference on Fear of Flying recommends that:

Civil Aviation Administrations should ensure that through regular surveys using standardised and comparable questionnaires, the prevalence of fear of flying is recorded;

The Civil Aviation Administrations of Member States encourages airlines and airports to support fear of flying treatment facilities.

Civil Aviation Administrations should encourage the suppliers in the travel chain, on the ground and in the air, to ensure that appropriate reactions to manifestations of Fear of Flying of airline passengers are granted. In so doing, advice from qualified Mental Health Professionals should be secured;

Civil Aviation Administrations should ensure that the initial and recurrent training of flight and cabin crew members include the subject of Fear of Flying. If flight or cabin crew members themselves are affected by forms of Fear of Flying, the operator shall be responsible for ensuring that such operational staff is given immediate counsel by qualified Mental Health Professionals.

Civil Aviation Administrations should encourage different suppliers in the travel chain on the ground and in the air, to take a social responsibility vis a vis their customers by taking special care of their customers who are exposed to some form of Fear of Flying. This is even more important if such suppliers are not subject to competition or face just a limited form of competition.
